Selection Criteria Amendments and FISU World University Games Criteria

2009-2010 NATIONAL SKI TEAM SELECTION CRITERIA

AMENDMENTS and FISU WORLD UNIVERSITY GAMES CRITERIA

 

Due to changes in circumstances affecting the 2009/10 season and requests for clarification, it is necessary to amend the NST Selection Criteria that were approved by the High Performance Committee on September 24, 2009.  These amendments and points of clarification, together with the rationale for them, are listed below. 

 

AMENDMENT #1

 

8.0 WORLD CUP #3 (Canada – February 2010)

 

Rationale: Clarification of the ambiguity in 8.5.iv of the criteria.

 

Amended Text:

 

8.5.iv:  National Group – National quota competitors must have a FIS code number and have attained at least one (1) result better than or equal to 120 FIS points as per the FIS rules. Any requests for exemptions to this rule will be evaluated by the Director of High Performance (DHP) after the selection races, and at the discretion of the DHP may be forwarded to the FIS Race Director for consideration only if:

a) The national group quota was not filled through the selection process and;

b) In the discretion of the DHP, a development opportunity exists consistent with the purpose and objectives of the criteria.

 

 

 

AMENDMENT #2

 

11.0 EUROPEAN FIS/OPA TOUR – February 2010

 

Rationale: The Alberta World Cup Academy’s (AWCA), in collaboration with Cross Country Alberta (CCA), offered a similar FIS/OPA tour for additional Canadian athletes during the same scheduled period as Cross Country Canada. The AWCA and CCC have agreed to form a partnership to organize a single trip using common selection criteria by simply expanding CCC’s original OPA tour team size.


Further details are also provided with respect to events that will be attended and logistical considerations.

 

Amended Text:

 

1)       Purpose: Provide additional or new European exposure for the best U23 and/or junior athletes (athletes born 1987 and after), in order to provide valuable international development racing experiences.

 

2)       Objectives:

 

a.       Podium, top 12 individual performances

b.       4-6 race starts for each athlete

 

3)       Events: OPA races in mid Europe (Campra, SUI, and Forni di Sopra, ITA)

 

4)       Dates: Feb 6, 7, 12, 13, 14

 

5)       Team Size: Up to a maximum of 6 males and 6 females, born in 1987 or after.

 

6)       Trip Fee: Athletes will be responsible for their own travel, accommodation, food and ski preparation costs (wax). CCC and the AWCA (in collaboration with CCA) will cover the expenses for trip organization and logistics, on site staff support and staff expenses. Final trip fees will be communicated to each nominated athlete following the selection process.

 

7)       Selection:

 

a.       Athletes will be selected based on male and female ranking lists. These ranking lists will include combined total CPL points from each of an athlete’s best 2 distance Tier 1 Level Designated Selection races and best one sprint qualification Tier 1 Level Designated Selection race between November 2009 and January 7th, 2010 (end of WJC/U23 championships trials).

 

b.       Up to one (1) male and one (1) female athlete may be selected on a discretionary basis based on the recommendation of the NST Development Team coaches to the selection committee. This recommendation will consider past performance and force majeure cases.

 

8)       Itinerary:

b.       Team members will either depart from Canada or from WJC/U23’s site (Hinterzarten, GER) January 31st and return February 15th.

 

c.        Godefroy Bilodeau (CCC) and Christian Flury (AWCA) will be the trip leaders.

 

 

 

AMENDMENT #3 – FISU CRITERIA

 

Background: This criteria was not finished when the 2009-10 criteria was published on September, 24, 2009. This is an addition to the published criteria.

 

PART 6 – 20010/11 TRIP SELECTION CRITERIA – (FISU World University Games)

 

20.0 FISU World University Games Team 2011

 

1)       Objective: The objective of this document is to describe the selection criteria that will be used in selecting athletes for the Cross-Country ski team to represent Canada in the 2011 FISU Winter Universiade.

 

2)       Definitions:

CIS:  Canadian Interuniversity Sport

CPL: Canada Points List

FISU: Féderation Internationale du Sport Universitaire

Selection Committee: Committee formed to select the team.

 

3)       Team size : Up to 6 males and up to 6 females. If a selected athlete declines his/her nomination, the next ranked eligible athlete of that gender will be the replacement. Skiers should note each country is allowed to enter 6 athletes per race.

 

4)       All competitors must satisfy the following conditions:

 

a)       Must be a Canadian citizen. Citizenship must be authorized by a valid Canadian passport.

 

b)      Must be at least 17 and less than 28 years of age as of January 1st in the year of the event. ( must be born  no earlier than in 1983 and no later than in  1993)

 

c)       Must be an amateur as intended by the International Olympic Committee and the appropriate International Sports Federation.

 

d)      Must be a student who is registered for and pursuing a full programme of study leading towards a degree or diploma at a post-secondary institution. Athlete status must be authorized by a document from the registrar of the institution. Post-secondary institutions include community colleges, professional schools, technical schools, C.E.G.E.P., and universities, in Canada or outside of Canada; Or

 

Must be a former student who has graduated from a post-secondary institution as a student in good standing, in the year preceding the event. *Graduation must be authorized by a document from the registrar of the institution.

5)       Selection

a)       The teams (men and women) will be selected based on the Universiade ranking lists, using the CPL scoring system. The distance ranking list will consist of average points of the best 4 distance results and the sprint ranking list will consist of average points of the best 2 sprint results (Please note:  CPL sprint points are based on the qualifier, not final result) over the entire 09-10 season (from Nov 1 to May 1).

b)      The teams will be comprised of the top two male and top two female athletes on the Sprint ranking list, with the remainder of the male and female team being selected by rank on the Distance ranking list.

c)       If an athlete declines nomination to the team, or is replaced for any reason, the selection of the next athlete will be made such that the team composition remains the two highest ranked available athletes on the sprint list, with the remaining positions being filled from the distance list.

d)      Minimum average CPL points for team selection will be 86 points for men and 84 for women on both Distance and Sprint lists.

 

6)       Force Majeure

If an athlete is unable to race sufficient number of events (4 distance or 2 sprint over the 09-10 season) due to injury or illness, the Selection committee may consider an application to be placed on the team.  This application must be in the hands of the selection committee by 1 April, 2010. This application must be supported by a letter from a physician indicating the athlete could not perform in the required number of eligible races, and that the athlete should be healthy enough to perform at the 2011 Universiade.

This application will only be considered if the athlete has CPL points standings on the final 08-09 or 07-08 CPL distance or sprint hat would rank the athlete in the top 3 of the team selected based on the criteria above.  This CPL standing must be at least 86 points for men and 84 for women.

Athletes selected by Force Majeure considerations will be added to the trip team size of six men or six women.

 

7)       Selection Committee

The  selection committee is comprised of the following:

·         Universiade 2011 Team Leader Nordic Skiing  ( to be announced Jan 15 2010)

·         CCC representative- University Liaison- Lisa Patterson 

·         CIS International Coordinator – Mary MacDonald

 

8)       Trip fee and Contract  

$500 deposit and signed contract due May l 25, 2010 to indicated his / her intent to be on the team. The money can be returned up until Aug 15 for circumstances within reason. After that date refunds are not possible.
